Illinois HB4528 amends the Election Code to mandate the State Board of Elections to establish a cyber navigator program. This program aims to support election authorities in defending against cybersecurity breaches, detecting, and recovering from cyberattacks. The Board must allocate at least half of the funds received under the federal Help America Vote Act to this program. The remaining funds can be distributed as the Board sees fit, but no grants can be made to election authorities that do not participate in the cyber navigator program.
