Establishes a diversion program for first-time, non-violent offenders charged with certain weapons possession offenses.

Creates a diversion program for first-time, non-violent offenders charged with certain weapons possession offenses. The court, with the consent of the defendant and the State's Attorney, may sentence eligible defendants to the First Time Weapon Offense Program. Conditions include refraining from possessing a firearm or dangerous weapon, making full restitution to the victim, obtaining employment, attending educational courses, and performing community service. Successful completion may allow the defendant to apply for a Firearm Owner's Identification Card.
