HB4389

Illinois HB4389 creates the Starter Home Incentive Zone Act to encourage municipalities to adopt zoning reforms for starter homes.

Illinois HB4389, the Starter Home Incentive Zone Act, allows municipalities to establish zones with zoning reforms for starter homes. These reforms include reduced lot sizes, smaller home sizes, fast-track permitting, reduced impact fees, and relaxed setback requirements. Participation is voluntary for both municipalities and private parties. Municipalities with these zones receive priority access to certain grants and a 25% reduction in local match contributions. The Department of Commerce and Economic Opportunity must certify these zones and provide an emblem.
