Establishes a stipend program for school counselor interns and cooperating school counselors in Illinois.

The bill creates a school counselor stipend program to alleviate the financial burden of becoming a school counselor and to encourage counselor training. The Board of Higher Education will disburse funds to State Board of Education, which will distribute stipends to eligible students and cooperating school counselors. Eligible students receive up to $5,000 per semester for up to two semesters, while cooperating school counselors receive up to $1,000 per semester for up to two semesters.
