Illinois HB4342 creates a subsidy program administered by the Department of Revenue to assist qualified mobile home owners who face rent increases. A qualified mobile home owner must be 65 years or older, own a mobile home or manufactured home in a mobile home park, use it as their principal dwelling, and meet certain income limits. Owners can apply for an annual subsidy to cover the difference in rent from the base year or up to $1,500, whichever is less. The subsidy can be paid directly to the owner or the park owner.
