Illinois HB4253 mandates that children of compulsory school age must complete kindergarten before advancing to first grade.

HB4253 amends the Compulsory Attendance Article of the School Code to require that any pupil enrolled in public schools who is of compulsory school age but has not yet attended kindergarten at a public, private, or parochial school must satisfactorily complete kindergarten before advancing to first grade. This requirement will take effect starting with the 2028-2029 school year.
