HB4251

HIGHER ED-FED GOVT SHUTDOWN

Introduced·12/18/25
Introduced Text

Illinois HB4251 ensures federal scholarships and tuition waivers remain in effect during a federal government shutdown.

Illinois HB4251 amends the Public Higher Education Act to address the impact of federal government shutdowns on students. If a federal shutdown occurs due to a lapse in appropriations, any scholarship or tuition waiver funded by the federal government awarded by a public institution of higher education to a student will remain in effect for the duration of the shutdown. Additionally, students are not required to repay the amount covered by the scholarship or waiver during the award period if the institution has reasonable confidence that a federal disbursement will be made upon reopening.
