Illinois HB4118 prohibits noncitizens not lawfully present in the U.S. from receiving postsecondary educational benefits.

HB4118 amends the Public Higher Education Act, the Board of Higher Education Act, and the Higher Education Student Assistance Act to ensure that residents of Illinois who are not lawfully present in the United States are ineligible for postsecondary educational benefits. This restriction applies unless citizens or nationals of the United States are eligible for such benefits regardless of their residency status. Additionally, any benefits provided to nonresidents who are lawfully present in the U.S.
