Illinois HB4100 amends the Human Trafficking Resource Center Notice Act to require the notice to include two images of the Signal for Help hand signal. The first image depicts an open palm with a tucked thumb, and the second shows a trapped thumb with a closed fist. The notice must be printed in English, Spanish, and another language most widely spoken in the county, where applicable. Effective January 1, 2027.
