HB4095 modifies the Illinois Code of Civil Procedure to allow for the waiver of court fees, costs, and charges for indigent individuals. The bill defines an "indigent person" as someone whose available income is greater than 150% but does not exceed 175% of the poverty level, unless their non-exempt assets enable them to pay a greater portion of the fees. The court must grant a full waiver if the applicant is indigent, a partial waiver if their income is between 125% and 150% of the poverty level, and 25% of fees if their income is above 175% of the poverty level.
