Illinois HB4061 amends the Firearm Owners Identification Card Act by requiring the Department of Human Services and law enforcement officials to report to the Illinois State Police when a person poses a clear and present danger. It establishes a process for relief from firearm prohibitions, including appeals to the Firearm Owner's Identification Card Review Board. The Board can grant relief if it is established that granting relief would not be contrary to the public interest or federal law.
