Illinois HB4032 prohibits the General Assembly from enacting appropriation bills before adopting a joint resolution estimating available funds.

Illinois HB4032, known as the Revenue Estimate Act, mandates that the General Assembly cannot enact any appropriation bills for fiscal years 2025 and 2026 without first adopting a joint resolution that reflects the estimated funds available for that fiscal year. This requirement is in accordance with the Commission on Government Forecasting and Accountability Act. The Act takes effect immediately upon becoming law.
