HB3859 amends the Illinois Municipal Code to allow the appointment of deputy chiefs of police in non-home rule municipalities. In municipalities with a population of 130,000 or fewer, the deputy chief can be appointed from any rank of sworn, full-time officers of the municipality's police department. In larger non-home rule municipalities, the deputy chief can be appointed from any rank of sworn, full-time officers of the municipality's police department or any other municipality's police department, provided the officer has at least five years of full-time service as a police officer.
