Illinois HB3856 amends the Fair Patient Billing Act to require hospitals to notify patients of an itemized statement of charges unless the patient.

HB3856 modifies the Fair Patient Billing Act by requiring hospitals to inform patients that they will receive an itemized statement of charges for inpatient and outpatient services unless the patient opts out. The itemized statement can be provided electronically unless the patient requests a physical copy. The notice must be prominently displayed and provided before any documents are signed, and patients must not be under the influence of drugs that impair mental performance when given the documents.
