The Illinois Universal Health Care Act creates a comprehensive health insurance program for all Illinois residents. The Act establishes the Illinois Health Services Program, which provides coverage for a wide range of medical services, including primary care, specialty care, inpatient and outpatient care, emergency care, prescription drugs, durable medical equipment, long-term care, and mental health services. The Act prohibits private insurers from offering coverage that duplicates the Program's benefits. It also bans investor-ownership of health delivery facilities.
