Illinois HB3773 amends the Unified Code of Corrections to allow inmates to make free phone calls from correctional institutions or facilities. The bill prohibits the Department of Corrections from charging inmates per phone call. It also mandates that the Department of Central Management Services contract with a vendor for inmate phone services at rates not exceeding 7 cents per minute, without additional fees. The bill creates the Department of Corrections Reimbursement and Education Fund to manage reimbursements and commissions from inmate phone calls.
