Illinois HB3756 amends the Illinois Health Benefits Exchange Law to allow uninsured taxpayers to enroll in health plans through the Exchange. The Exchange must notify eligible taxpayers of their eligibility for insurance affordability programs. After notification, taxpayers and their dependents have 60 days to select and enroll in a qualified health plan. Coverage becomes effective the first day of the month following plan selection. The Department of Insurance and the Department of Healthcare and Family Services may adopt rules to implement this special enrollment period.
