HB3730 modifies the Design-Build Procurement Act by allowing public institutions of higher education to use the design-build procurement method for projects. The State construction agency must determine in writing that the project will comply with disadvantaged business and equal employment practices. The agency must also publicly announce all requirements for design-build services and procure these services based on demonstrated competence and qualifications. The provisions of this Act are inoperative for public institutions of higher education on and after January 1, 2026.
