Illinois HB3720 mandates impact assessments for State agencies using automated decision-making systems with continuous human review.

HB3720, known as the Meaningful Human Review of Artificial Intelligence Act, requires State agencies to conduct impact assessments before using automated decision-making systems that affect public assistance, rights, liberties, safety, or welfare. These assessments must include objectives, evaluations, algorithms, and data used. Agencies must submit these assessments to the Governor and General Assembly. The use of such systems must not alter employee rights or benefits. If an assessment finds discriminatory outcomes, the system's use must cease.
