Illinois HB3660 establishes the Amber Alert Plus system for missing Black youth.

HB3660, known as the Amber Alert Plus Act, creates a notification system for missing Black youth, including young women and girls, in Illinois. The law enforcement agency may request an Amber Alert Plus if the missing person is aged 12 to 25, has a mental or physical disability, or is missing under suspicious circumstances. The Illinois State Police can activate the Amber Alert Plus, which may include using changeable message signs if a vehicle is involved and specific information is available.
