Amends the School Code to allow a board of education to contract with a third party for non-instructional services in emergencies.

The bill amends the School Code to allow a board of education to enter into a one-time contract, no longer than 3 months, with a third party for non-instructional services in an emergency situation that threatens the safety or health of students or staff. The contract can only take effect after the expiration of an existing collective bargaining agreement. The school board must meet certain obligations under the Illinois Educational Labor Relations Act before entering into the contract.
