Illinois HB3516 amends the Dual Credit Quality Act to enhance dual credit programs between high schools and community colleges.

HB3516 amends the Dual Credit Quality Act to strengthen partnerships between school districts and community colleges for dual credit programs. It mandates that school districts attempt to enter into partnership agreements with community colleges to offer dual credit coursework. If an agreement cannot be reached, the Illinois Community College Board and the State Board of Education will establish a model framework. The bill also requires the creation of a Dual Credit Qualifications Committee to develop a Model Dual Credit Instructor Qualification Framework by June 30, 2026.
