HB3318 amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985 to clarify the use of hydrodermabrasion devices, such as the Hydrafacial machine, for cosmetic or beautifying purposes. The bill specifies that these devices can be used for skin care, including cleansing, massaging, exfoliating, and stimulating the skin, but not for treating diseases or muscular or nervous disorders. It also defines the practice of esthetics and cosmetology, prohibiting the use of techniques affecting the living layers of the skin.
