Illinois HB3281 amends the Illinois Domestic Violence Act of 1986 to mandate that law enforcement officers arrest individuals believed to have abused, neglected, or exploited a family or household member, except when the alleged offender is a juvenile. In such cases, officers may choose not to arrest the juvenile and instead may divert the juvenile or assist the juvenile and their family in finding alternative placement.
