Illinois HB3200 amends the Unemployment Insurance Act to establish procedures for the recoupment of benefits awarded to individuals who are later found ineligible, along with any penalties and interest. The Director of Employment Security is authorized to request the return of funds from debit card issuers under certain conditions. The bill also allows for the recovery of unclaimed property held by the State Treasurer. Recoupment can be waived under specific circumstances, such as when the individual received benefits without fault and recoupment would be against equity and good conscience.
