HB3185 revises the State Prompt Payment Act to mandate that contractors pay subcontractors and material suppliers within 10 business days or 15 calendar days after receiving payment from the State. Failure to do so without reasonable cause allows subcontractors and suppliers to file a written notice and request for an administrative hearing. The hearing, conducted by an administrative law judge, determines if the contractor failed to make payment in full. If so, the judge orders the contractor to pay the owed amount plus interest within 15 days.
