Illinois HB3177 amends the Innovations for Transportation Infrastructure Act to allow the Department of Transportation and the Illinois State Toll Highway Authority to use the design-build project delivery method for transportation facilities. The capital costs for these facilities must not exceed 20% of the projects annually programmed in the Department's multi-year highway improvement program. The Transportation Agency must analyze and determine that using the selected delivery method is in the best interests of the state before commencing procurement.
