HB3116 amends the University of Illinois Act to establish a policy for giving priority admission to residents of Illinois starting with the 2026-2027 academic year. The bill specifies the percentage of the University's freshman class of undergraduate students that must be state residents each academic year, increasing from 79% in 2026-2027 to 90% by 2029-2030. The University is also directed to waive the undergraduate transfer admissions application fee for low-income Illinois students transferring from a public community college in the state.
