Illinois HB3102 establishes a grant program for school districts to support newly arriving immigrant students.

Illinois HB3102 amends the School Code to create a New Arrival Student Grant Program. The State Board of Education will administer the program, awarding grants to school districts based on the number of new arrival students, their needs, and the district's capacity to meet those needs. A "new arrival student" is defined as a student who is a newly arriving immigrant, regardless of immigration status. The program takes effect July 1, 2025.
