Establishes the Predisaster Flood Resilience Grant Program to fund flood resilience projects in Illinois.

The Illinois Predisaster Flood Resilience Grant Program Act establishes a grant program to fund projects aimed at identifying flood vulnerabilities, improving flood resiliency, and restoring hydrology to reduce flood risk and damages. The Department of Natural Resources will administer the program, awarding assessment grants of up to $300,000 for activities such as conducting flood flow assessments and developing culvert inventories. Implementation grants of up to $250,000 will support regulatory coordination, engineering, construction, and monitoring of hydrologic restoration projects.
