Illinois HB3020 amends the Illinois Insurance Code to enhance mental health and substance use disorder coverage. It prohibits prior authorization requirements for outpatient services related to mental, emotional, nervous, or substance use disorders. It mandates that insurers base medical necessity determinations on generally accepted standards of care and clinical practice. The bill also requires insurers to offer coverage for medically necessary acute treatment services and clinical stabilization services. Insurers must not impose lifetime limits on inpatient treatment or outpatient visits.
