Illinois HB3009 mandates written notification to parents of students in grades 1-3 with reading deficiencies or dyslexia.

HB3009 requires immediate written notification to parents or guardians of students in grades 1 through 3 who have a substantial deficiency in reading or exhibit characteristics of dyslexia. The notification must include the identification of the deficiency, a description of current services, proposed supplemental services, and strategies for parents to help their child achieve reading proficiency. The deficiency determination can be based on screening, diagnostic, progress monitoring, assessment data, statewide assessments, or teacher observations.
