Amends the Illinois Vehicle Code to change the requirements for issuing special license plates.

The bill amends the Illinois Vehicle Code to modify the criteria for issuing special license plates. It reduces the required number of applications for a new series of special plates from 2,000 to 250. The Secretary of State must notify law enforcement officials about new special plates. The bill also mandates that charitable entities must be in compliance with certain state laws and provide annual verification from the Illinois Attorney General's office. If these conditions are not met, the Secretary of State's authority to issue the plates is nullified.
