Illinois HB2930 grants public universities autonomy to manage state-funded construction projects up to $20 million, with an option to use the Capital.

HB2930, the University Construction Management Autonomy Act, allows public universities in Illinois to independently manage state-funded construction projects up to $20 million without Capital Development Board oversight. Universities can choose to use the Capital Development Board if they find it beneficial. They must develop project plans, budgets, timelines, select contractors, and monitor progress. Universities must report to the Board of Higher Education on project progress, expenditures, and outcomes. If any part of the Act is deemed invalid, the rest remains in effect.
