Allows elected registrars to contract with companies for offsite preservation of old vital records.

The bill amends the Vital Records Act to allow elected registrars to contract with companies for offsite restoration, preservation, and digitization of old vital records. This includes original, photographic, or microphotographic reproductions of records of births 100 years old and older, deaths 50 years old and older, and marriages 75 years old and older. The company must provide protocols for protecting records and ensuring chain of custody, which the registrar must affirm meet set standards.
