HB2891 amends the Water Commission Act of 1985 to allow county water commissions to use design-build contracts for construction projects. A county water commission may enter into a design-build contract for a public project, which provides responsibility within a single contract for the furnishing of architecture, engineering, land surveying, and related services as required and the labor, materials, equipment, and other construction services for the project. The commission must use a two-phase procedure for the selection of the successful design-build entity.
