Amends the Freedom of Information Act to modify fee structures for public records requests.

The bill amends the Freedom of Information Act to change how fees are assessed for public records requests. It removes the requirement for an accounting of all personnel hours for such requests. It allows for fee waivers or reductions if the request is for information regarding the health, safety, and welfare or legal rights of the general public. It also modifies the fee structure for voluminous requests, particularly for electronic records, and sets a cap on fees for commercial requests.
