Establishes the Highway Work Zone Safety Act to enforce speed limits in construction and maintenance zones.

The Highway Work Zone Safety Act creates a program to enforce speed limits in highway construction and maintenance zones. The Illinois State Police, in coordination with the Department of Transportation and the Illinois State Toll Highway Authority, will set up and operate automated traffic control systems to detect speed violations. The Department of Transportation may employ operators for these systems. Violators face civil fines, with proceeds distributed to various funds.
