Illinois HB2849 amends the Mobile Home Landlord and Tenant Rights Act to prohibit park owners from requiring tenants to pay for utility services that include common areas or other mobile homes. The bill also prevents park owners from changing billing for metered utilities during a lease term. Park owners must provide 90 days' notice before changing services. If a park owner and tenant agree to change billing, it must be in writing and signed by both parties. Park owners must provide tenants with detailed monthly utility bills.
