Illinois HB2784 allows counties to contract with private industry for garbage disposal, treatment, or recycling facilities.

HB2784 amends the Counties Code to allow counties to enter into contracts with private industry for the operation of designated facilities for garbage disposal, treatment, or recycling. It also permits counties to contract with private firms or local governments for garbage delivery to these facilities. The bill specifies that contracts for garbage incineration facilities can last up to 30 years, starting from the date the facility begins accepting garbage. Additionally, payments for these contracts are not considered county indebtedness for debt limitation purposes.
