The bill amends the Illinois Vehicle Code to regulate towing services, establish penalties for violations, and create an Unlicensed Motor Vehicle Dealer Enforcement Task Force. It specifies conditions for towing vehicles, including posting notices and obtaining consent from the vehicle owner. The bill also increases administrative penalties for violations and establishes the Unlicensed Motor Vehicle Dealer Enforcement Task Force to review unlicensed dealer activities and report findings to the Secretary of State and the General Assembly. The Task Force is dissolved on January 1, 2027.
