The bill amends the Toll Highway Act to allow veterans traveling to or from medical appointments to use toll highways without paying the toll if they have an Official Permit Card from the Illinois State Toll Highway Authority. It also allows emergency vehicles, including law enforcement, fire protection, and emergency services vehicles, to use toll highways without paying tolls if they are plainly marked. The Authority must adopt rules for issuing permits for these vehicles.
