Illinois HB2667 amends the Illinois Administrative Procedure Act by deleting a provision that allowed certain rules to be adopted, amended, or repealed by filing a certified copy with the Secretary of State. Instead, agencies must maintain a copy of the referenced material in at least one principal office and make it available to the public upon request. The Department of Revenue may still include incorporations by reference of federal rules or guidelines in its rules without publishing the incorporated material in full, provided it fully identifies the incorporated matter.
