HB2638 amends the Child Care Act of 1969 to require the Illinois Department of Children and Family Services to mandate video surveillance in all public areas of licensed day care centers by July 1, 2026. These public areas include hallways, entrances, play areas, common rooms, and eating areas. Surveillance is prohibited in private areas such as bathrooms and changing areas. Day care centers must notify parents that public areas are under surveillance and post signs at entrances. If a video security system is deemed inadequate, the center has 30 days to correct the issue.
