The Humane Euthanasia in Animal Shelters Act is updated to clarify that euthanasia in shelters is only allowed under specific conditions. The Humane Care for Animals Act defines "humanely euthanized" to exclude shelter euthanasia except under the specified conditions. The bill takes effect January 1, 2026.
