HB1896 amends the Electricity Excise Tax Law by imposing a tax on operators of electric vehicle charging stations for the electricity used to charge vehicles, effective July 1, 2025. The tax is not imposed on individuals who purchase or acquire electricity for free. The bill also modifies the definition of "purchase price" to exclude certain considerations paid by charging station operators. The tax is collected by the delivering supplier unless the purchaser is registered as a self-assessing purchaser. The bill takes effect immediately upon becoming law.
