Establishes a statewide carpet stewardship program to manage old carpet.

The Carpet Stewardship Act creates a statewide program for the collection and environmentally sound management of old carpet. The Illinois Environmental Protection Agency will appoint a clearinghouse to administer the program, which will be funded by producers of carpet sold in Illinois. Producers must register with the clearinghouse and provide annual funding. The clearinghouse will submit a three-year plan to the Agency for approval, detailing collection methods, performance goals, and funding mechanisms.
