HB1611 modifies the Code of Criminal Procedure of 1963 by prohibiting no-knock search warrants for possession of controlled substances unless there is probable cause to believe the substance is for other than personal use. It mandates officers to execute search warrants between 9 a.m. and 7 p.m. unless a judge authorizes otherwise. Officers must be identifiable, wear body cameras, and have medical assistance available. They must also knock and announce their presence, allowing at least 30 seconds for occupants to respond.
