Illinois HB1592 raises the bidding threshold for library contracts from $25,000 to $35,000.

HB1592 amends the Illinois Local Library Act and the Public Library District Act of 1991 to require competitive bidding for library contracts exceeding $35,000, up from $25,000. This applies to construction, improvements, equipment purchases, and library materials. The board must advertise for bids and let contracts to the lowest responsible bidder, provided the bid meets specifications and requirements. Certain contracts are exempt, including those for professional services, printing, bonds, and unique items. Emergency expenditures also exempt if approved by three-fourths of the board.
