HB1420 regulates the siting and operation of commercial wind and solar energy facilities in Illinois counties.

HB1420 establishes guidelines for counties regarding the siting and operation of commercial wind and solar energy facilities. It prohibits counties from disallowing these facilities in agricultural zones and restricts counties from imposing more stringent sound limitations than those set by the Illinois Pollution Control Board. Counties can establish standards for these facilities but must allow public comment and hold a public hearing.
